This is a difficult question to answer concisely, as a good response really should discuss the judge's opinions on its legal and constitutional merits. I'm not sure that's practical or helpful in this context, but I will say that the concept of "judicial activism" as it has become used in the media in recent years really isn't a useful or accurate way of assessing judges' decisions.

In theory, activism refers to judicial decisions prompted not by the law, but by judges' personal beliefs. In practice, it appears almost always as a veiled political charge against "liberal" judges who are deemed to have insufficient regard for traditional values or to take expansive views of various constitutional provisions. Increasingly, however, journalists and politicians have also accused conservative judges, particularly those on the Supreme Court, of being activists, claiming that decisions that overturn Congressional statutes are activist opinions prompted by the majority's conservative political philosophy. In the end, I just don't think it's a very helpful or well-defined label, though it certainly has strong resonance with the public.

As for this case, it's hard to say, though I don't think you have any basis for assessing whether this particular decision was an "activist" one. To be sure, I haven't read the opinion myself, but I'm quite sure from your question that you don't know what the "confinements of his jurisdiction" are, or whether he acted outside of them.

A bedrock principle of our constitutional system is the concept of judicial review, which is the responsibility of the judicial branch to review laws passed by Congress to determine whether they are constitutional. If this judge, in the context of a well-pleaded case, assessed the competing interests of the soldier in question against those of the government under the Equal Protection Clause of the Fourteenth Amendment and found properly that Don't Ask, Don't Tell violated the Constitution in this case, he surely did not exceed his jurisdiction, but rather acted in keeping with his responsibilities. It may be, of course, that reviewing courts, including the Supreme Court, disagree with his findings, but that doesn't mean he was an activist in making them.

Here is where you are falling into the trap I described above. You seem to believe (not surprisingly) that this judge is an activist either because he ruled an act of Congress unconstitutional, because he ruled on a so-called "moral" issue that you deem best left to Congress and the people, or both. In fact, neither of these things is either unusual in the law or particularly controversial as a legal/constitutional measure. The "activist" epithet simply has become a powerful form of criticism for those judges who render unpopular opinions on controversial "values" issues.
